Factors Affecting Micronesian Political Development

Micronesia is perhaps the most unlikely candidate for self-government or independence which has appeared in modern times. The boundaries of the area have been fixed by historical accident, population is small, distances are great, apparent natural resources are scarce, and divisive influences seem to be all but overwhelming. If one is to understand the anomaly that is Micronesia, one must be aware of the influences which tend toward self-interest and separatism between the various societies, the factors that militate against unity.

In the Trust Territory of the Pacific Islands, the Congress of Micronesia (see Meller, 1969), only four years old, is today bringing a symbolic unity to a region of the earth joined solely by historical happenstance. As a representative of 93,000 peoples spread over an area greater than that of the United States, the Congress has become the interface of Micronesian irritation against American administrative policy and personnel, and its current demand for greater indigenous participation in the setting of policy for the Trust Territory may well eventuate in a decision severing all formal ties of subordination to the United States.

Comments on Political Future of Micronesia

The problem to which these remarks are addressed is the manner in which village Micronesians are, or are not, participating in the dialogue at higher levels regarding their future political status. By "village Micronesian" I mean the many who are living in small communities and hamlets on the main islands and in the outlying atolls, as distinguished from the relatively few who crowd together in the district centers of the Trust Territory. These who comprise the "many" are significantly different from the "few" in the weight of tradition manifested in their style of living, in the limited exposure to Western society and custom, in the relatively little impact of economic development programs, and in the restricted opportunity available even today for expanding their horizons beyond atoll and island boundaries.

Change is part and parcel of human history; it is affecting the whole world including American society, the so-called model of democracy. Change in Micronesian society is being sculptured both intentionally and unconsciously, to fit American society. When Americans talk about development in Micronesia, they are quick to point out that the United States, despite its shortcomings in the administration of Micronesia, has done much.

In this paper are presented critical notes and records of species of Peperomia (Piperaceae), Ascarina (Chloranthaceae), Weinmannia (Cunoniaceae), Ardisia (Myrsinaceae), Alstonia, Ochrosia, and Neiosperma (Apocynaceae), and Operculina (Convolvulaceae), from various islands in the Marquesas, Society, and Cook Archipelagoes. The following taxa are described as new: Weinmannia parviflora var. myrsinites; Alstonia marquisensis M. L. Grant; Ochrosia nukuhivensis and O. fatuhivensis; and Neiosperma brownii. Two new combinations are made under Weinmannia parviflora: var. marquesana (F. Br.); and var. glabrata (F. Br.).

Three Species of Delesseriaceae (Rhodophyta) from Southern Japan

Three species of the Delesseriaceae (Rhodophyta) from southern Japan are described. They are Taenioma nanum (Kütz.) Papenfuss, Platysiphonia parva Silva & Cleary and Cottoniella amamiensis spec. nov. The former species has already been reported by Okamura (1929-1932) as T. perpusillum J. Ag. in part, while the latter two, one of which is described here as a new species, are newly recorded from the southern part of Japan.

Effects of Light Intensity on the Morphology and Productivity of Caulerpa racemosa (Forsskal) J. Agardh

Six varieties and three additional growth forms of Caulerpa racemosa (Forsskal) J. Ag. were found on Guam's fringing reef flat. Variation in length and number of both assimilators and rhizoids and in the spacing of ramuli with light intensity was demonstrated for the varieties uvifera and lamourouxii. Characteristics of other varieties developed on specimens collected in the field after they were placed under altered laboratory light intensities. Seasonality of C. racemosa was correlated with the number of midday minus tides.

Productivity data suggested the adaptation of var. uvifera and var. lamourouxii f. requienii to habitats of high and low light intensity, respectively. Variety lamourouxii f. requienii had a lower compensation point, larger P/R (gross photosynthesis/respiration) value, and higher net photosynthetic rate than var. uvifera at low light intensities. When exposed to full sunlight the P/R value and net photosynthetic rate of var. uvifera exceeded those of var. lamourouxii f. requienii, which dropped at that intensity. Chlorophyll a and carotenoid concentrations of field-collected var. lamourouxii specimens were approximately twice those of var. uvifera. Chlorophyll a, but not carotenoid content, was found to decrease with exposure to increasing light intensity for specimens originally classified as var. lamourouxii.

The relationships of morphologic and productivity factors to light intensity provide evidence for their environmental rather than genetic control. Reference to C. racemosa growth forms as ecophenes is suggested.

Marine Benthic Algae of Guam I. Phaeophyta

Previous publications on the Phaeophyta (brown algae) of Guam are based on incidental species listings in four papers. Safford (1905) in an account of the useful plants of Guam includes two species of brown algae, Padina pavonia (L.) Lamx. and P. commersonii Bory, which were identified by W.L. Maxon. In a systematic compilation of 484 species of marine algae from New Guinea and the western oceans, Schmidt (1928) lists five species of brown algae from the Mariana Islands, but fails to cite the specific islands from which the collections were made.

On the sedgwicki Complex of the Earthworm Genus Pheretima Kinberg, 1886

A short series of earthworms secured by Dr. Y. Kondo enables correction of an important error in previous accounts of an unusual species, a better characterization of the taxon, as well as a preliminary contribution toward recognition of an unanticipated species group. The new data herein contained provide further proof of the etymological inappropriateness of certain terms long used by oligochaetologists. (Explanations of various terms and conventions may be found in Gates, 1956).

Deep Water Demospongiae from New Zealand

Recent dredgings in deep water off the coast of New Zealand have yielded several species of Demospongiae which have not been recorded previously from the New Zealand region. Notable among these are Chondrocladia clavata Ridley and Dendy and three species of Stylocordyla Thompson which represent new records of two families characteristic of deep water sponge faunas in all seas, the Cladorhizidae and the Stylocordylidae, respectively.

Contributions to the Knowledge of the Alpheid Shrimp of the Pacific Ocean Part XVI. A New Shrimp of the Genus Synalpheus (Decapoda, Alpheidae) from Palau

A single specimen of a new synalpheid was collected in Palau in the Western Pacific. It was a 29 mm female from Malakal Harbor, Urukthapel, Palau Island collected by K.R.H. Read, March, 1971. It came from an unidentified sponge in five meters of water where it was found in the canals along with small crabs and brittle stars.

A Revision of the Labrid Fish Genus Anampses

The tropical Indo-Pacific wrasse genus Anampses is distinctive in possessing a single pair of broad projecting incisiform teeth at the front of the jaws, scaleless head, smooth preopercular margin, complete lateral line, IX, 12 dorsal rays, and III, 12 anal rays. It is represented by two subgenera, Pseudanampses with 48 to 50 lateral-line scales (one species, A. geographicus) and Anampses with 26 or 27 lateral-line scales (11 species).

Anampses femininus is described as new from specimens collected at Easter Island, Pitcairn, Rapa, New Caledonia, and Lord Howe Island. The female, bright orange with dark-edged blue stripes and a blue caudal peduncle and fin, is unusual in being even more colorful than the male, which is dusky yellow to blackish with vertical blue lines on the scales.
